US, UK and EU
Using a VPN is legal for individuals and businesses in the United States, the United Kingdom and EU member states. Millions of people use them for work, privacy and security. However:
- Anything illegal without a VPN is still illegal with one.
- Websites and services can set terms that forbid or limit VPN use, such as streaming services and online stores, and can block or restrict accounts.
- Employers, schools and network owners can set their own rules on their networks and devices.
Countries that restrict VPNs
Some countries ban VPNs, allow only government-approved services, or penalise using a VPN to commit other offences. Countries often named include China, Russia, Iran, Belarus, Turkmenistan and North Korea, and the United Arab Emirates penalises using a VPN to commit crimes. Rules change and enforcement varies, so this is not a complete or up-to-date list.
Before you travel, check official advice such as GOV.UK foreign travel advice or the US State Department’s country information, and follow local laws. See also VPNs for travel.
Using a VPN responsibly
- Respect the terms of services you use, and local laws wherever you are.
- Don’t use a VPN to get around age checks, bans or safety measures.
- For work, follow your employer’s policy.
